The Jordanian Cabinet has approved significant new amendments to the regulations for granting Jordanian citizenship and residency to investors, effective July 2, 2025. These strategic changes aim to substantially enhance Jordan’s attractiveness for foreign investment by facilitating citizenship conditions and providing more direct and impactful benefits to investors and their families. The new framework prioritizes active economic contribution, particularly job creation, over passive investment, while introducing greater flexibility and transparency.

 

Jordan’s Investment Citizenship Program: Gateway to a Brighter Future

 

Jordan’s revamped investment citizenship program is a golden opportunity for investors seeking a second nationality and a secure environment for their investments. The program now offers eight distinct investment pathways tailored to diverse investor interests and financial capabilities, making it one of the most flexible and impactful programs in the region. Importantly, the passive bank deposit and treasury bond options have been entirely eliminated from the new framework for citizenship, signaling a clear focus on direct economic engagement.

Available Investment Options for Citizenship now include:

  • New Shares in Jordanian Companies: Purchasing at least JOD 1 million (approx. USD 1.41 million) in new shares of Jordanian companies, held for three years, with a limit of 20% concentration in any single company. The purchase must occur within four months of approval.
  • New Productive Projects: Establishing a new project in an approved productive economic sector with a minimum paid-up capital of JOD 700,000 in Amman (or JOD 500,000 outside Amman), creating 20 (or 10 outside Amman) verified Jordanian jobs.
  • Acquiring Shares in Existing Productive Projects: Purchasing new shares in an existing productive project worth at least JOD 1 million in paid-up capital, with at least JOD 500,000 invested in new fixed tangible assets, creating 20 new Jordanian jobs.
  • Existing Investments (Partners/Owners): Qualifying if the average share of fixed and tangible non-current assets over the last three audited years is at least JOD 700,000 in Amman (or JOD 350,000 outside), while maintaining specific job levels (90% of 20 jobs in Amman, 10 outside).
  • High Employment Generation: A new, direct pathway for investors who employ 150 Jordanian citizens in Amman (or 100 outside Amman), provided they are registered with Social Security for a year and employment is maintained for two years post-citizenship.
  • Sector-Specific Investments: Designated commercial sectors like pharmaceutical/medical device warehouses and large-scale food storage have specific thresholds (e.g., minimum JOD 3 million company capital) and job requirements (e.g., 20/10 Jordanian employees).

For those seeking residency without full citizenship, a five-year residency permit is now available by purchasing real estate from licensed developers (not existing owners) with a minimum value of JOD 200,000, held for at least five years.

 

Unprecedented Benefits and Confidentiality
