Criteria and Regulations for Granting Jordanian Citizenship or Five-Year Residency to Investors in the Hashemite Kingdom of Jordan
The Hashemite Kingdom of Jordan is an attractive investment destination, and the Jordanian government has established clear criteria and regulations for granting Jordanian citizenship or five-year residency to investors. These instructions are based on Cabinet Decision No. (3657) dated 13/9/2021, and Prime Minister’s Letter No. 37290/1/11/12. These measures aim to stimulate investment in vital economic sectors and provide an encouraging investment environment.
Eligible Economic Sectors
The economic sectors approved for the Citizenship or Residency by Investment program include:
- Industry in all its branches.
- Agriculture, both plant and animal, with the condition of using modern technologies.
- Tourism and tourism activities classified according to ISIC4, excluding restaurants, coffee shops, and cafes.
- Information and Communication Technology.
- Education, including recognized schools, universities, colleges, and academies.
- Health, comprising hospitals and specialized medical centers.
- Media Sector, including film production.
Paths to Obtaining Citizenship or Residency
The Jordanian government offers several paths for investors to obtain citizenship or residency:
1. Deposit and Purchase of Treasury Bonds
Investors can submit a written application to the Ministry to obtain citizenship through one of the following two options:
- Transferring an amount of USD 1,000,000 or its equivalent in Jordanian Dinars as a deposit in favor of the Ministry of Investment at the Central Bank for three years without interest, with a prohibition on breaking the deposit or borrowing against it.
- Transferring the equivalent of USD 1,000,000 in Jordanian Dinars to the Central Bank for investment in treasury bonds for six years with interest determined by the Central Bank, with a prohibition on disposing of these bonds during this period.
The procedures include the Ministry of Investment contacting the relevant authorities to obtain security approvals, and the Ministry issuing recommendation letters to the concerned bank and the Central Bank. A technical committee reviews the application and submits a recommendation to the Cabinet.
Required Documents for Path 1:
- Copy of valid passports.
- Proof of financial solvency.
- “Jisr” statistical card for West Bank and Gaza Strip residents (if applicable).
- Completed personal details form for all family members listed in the application.
- Proof of single status for females and males over 18 years from the Sharia Court / Jordan.
- Proof of dependency for parents (father and mother) from the Sharia Court / Jordan.
- Copy of marriage certificate or family book.
2. Purchase of Shares and/or Stakes in Small and Medium-sized Enterprises (SMEs)
This path requires the purchase of shares and/or stakes in active Jordanian companies in productive economic sectors for an amount not less than USD 1,500,000. These stakes must not be disposed of for at least 3 years, with a lien placed on them by the Companies Control Department or the Securities Depository Center. The technical committee reviews the commercial register, financial statements, and employment records. This path also requires a deed of assignment for the value of the stakes registered with the Companies Control Department, the deposit of the purchase amount in favor of the company in case of a new partner, and a commitment from the company to spend the funds on its development.
Required Documents for Path 2:
- Copy of valid passports.
- Document from the Securities Commission.
- “Jisr” statistical card for West Bank and Gaza Strip residents (if applicable).
- Completed personal details form for all family members.
- Proof of single status for females and males over 18 years from the Sharia Court / Jordan.
- Proof of dependency for parents (father and mother).
- Copy of marriage certificate or family book.
- Previous year’s financial statements of the company(ies) the investor wishes to invest in, listed on the Amman Stock Exchange, stamped by the Association of Certified Public Accountants. (Required if the investor wishes to grant citizenship to male children aged between 18 and 30, provided the investment size is at least USD 3 million).
3. Establishing and Registering a New Investment Project
This path includes two main options:
- Within Amman Governorate limits: Total paid-up capital not less than USD 1,000,000 and providing 20 real job opportunities for Jordanians, according to Social Security statements.
- Outside Amman Governorate limits: Total paid-up capital not less than USD 750,000 and providing 10 real job opportunities for Jordanians, according to Social Security statements.
The investor is granted residency until the actual operation of the project and completion of the required number of employees, then a temporary Jordanian passport for 3 years, and thereafter Jordanian citizenship.
Required Documents for Path 3:
- Copy of valid passports.
- Recent commercial register.
- Valid professional license – if an occupancy permit exists.
- “Jisr” statistical card for West Bank and Gaza Strip residents (if applicable).
- Completed personal details form for all family members.
- Proof of single status for females and males over 18 years from the Sharia Court / Jordan.
- Proof of dependency for parents (father and mother) from the Sharia Court / Jordan.
- Copy of marriage certificate or family book.
- Brief project description and preliminary feasibility study.
4. Existing Investments
This path grants Jordanian citizenship to investors who own existing investments, whether they are partners or own existing projects.
- Within Amman Governorate limits: Investor’s average share of total fixed, non-current, and tangible assets not less than USD 1,000,000 over the last 3 years, and providing 20 job opportunities for Jordanians over 3 years.
- Outside Amman Governorate limits: Investor’s average share of total fixed, non-current, and tangible assets not less than USD 500,000 over the last 3 years, and providing 10 job opportunities for Jordanians over the last 3 years.
Citizenship is not granted to any investor who acquired stakes from another investor who obtained Jordanian citizenship with those stakes.
Required Documents for Path 4:
- Copy of valid passports.
- Recent commercial register.
- Valid professional license.
- Social Security statement for the last 36 months showing the number of Jordanian employees in the establishment.
- Financial statements for the last 3 years certified by the Association of Certified Public Accountants.
- “Jisr” statistical card for West Bank and Gaza Strip residents (if applicable).
- Completed personal details form for all family members.
- Proof of single status for females and males over 18 years from the Sharia Court / Jordan.
- Proof of dependency for parents (father and mother) from the Sharia Court / Jordan.
- Copy of marriage certificate or family book.
5. Five-Year Residency Through Real Estate Purchase
Investors or ordinary individuals are granted 5-year residency upon purchasing one or more properties with a value of not less than JOD 200,000, as estimated by the Department of Lands and Survey, and retaining it for at least 5 years without disposal or mortgage. Ownership must be for residential purposes with an independent title deed, and ownership from first and second-degree relatives is not allowed. Ownership must be subsequent to the Cabinet decision, and the application must be submitted within a maximum of 3 months from the date of purchase.
Required Documents for Path 5:
- Copy of valid passports.
- Title deed.
- Land plot plan.
- Organizational site plan.
- Sales contract in case of purchase from a housing company, real estate developer, or individuals.
- “Jisr” statistical card for West Bank and Gaza Strip residents (if applicable).
- Completed personal details form for all family members.
- Proof of single status for females and males over 18 years from the Sharia Court / Jordan.
- Proof of dependency for parents (father and mother) from the Sharia Court / Jordan.
- Marriage contract or family book.
- Official authorization certified by the bank for a person to proceed with the transaction.
6. Investor’s Family
An investor who has obtained citizenship or five-year residency can apply for their family members to obtain citizenship or residency. This includes the investor’s wife, unmarried daughters, widowed and divorced daughters living under their care, male children under 18 years of age, and dependent parents. If the investment size exceeds USD 3 million, citizenship can be granted to the investor’s male children who are under 30 years of age at the time of application, their wives, and children.
7. Special Criteria for Commercial Sectors
Pursuant to Cabinet Decision No. (6404) dated 30/2/2022, specific commercial sectors have been added to the Jordanian citizenship program.
These commercial sectors include:
- Warehouses for medicines, pharmaceutical materials and supplies, and medical and surgical devices and equipment and their supplies.
- Car and heavy machinery agencies and showrooms and their supplies.
- Food logistics services (storage and large warehouses).
- Navigation and maritime transport.
- Housing for existing companies (operating parent company).
- Tourist restaurants.
The investment size and required job opportunities vary in these sectors. For example:
- Pharmaceutical Warehouses: Investment size not less than JOD 1.5 million, investor’s share not less than JOD 1 million, and providing 20 Jordanian employees in the capital or 10 outside.
- Car Agencies and Showrooms: Investment size not less than JOD 1.5 million, investor’s share not less than JOD 750,000, and providing 20 Jordanian employees in the capital or 10 outside.
- Food Logistics Services: Investment size not less than JOD 1 million, investor’s share not less than JOD 750,000, and providing 40 Jordanian employees in the capital or 20 outside.
- Navigation and Maritime Transport: Investment size not less than JOD 3 million, investor’s share not less than JOD 1.5 million, and providing 20 Jordanian employees in the capital or 10 outside.
- Housing for Existing Companies: Investment size not less than JOD 3 million, investor’s share not less than JOD 2 million, and providing 20 Jordanian employees per investor in the capital or 10 outside.
- Tourist Restaurants: Investment size not less than JOD 1 million, investor’s share not less than JOD 750,000, and providing 30 Jordanian employees in the capital or 20 outside.
8. Employment of Jordanian Workers
Pursuant to Decision No. (6404) dated 3/4/2022, Jordanian citizenship can be granted to an investor who employs 150 Jordanian citizens in Amman Governorate, or 100 Jordanian citizens in other governorates, provided they have been registered with the Social Security Corporation for the preceding year, with a commitment to retain the employees for two consecutive years after obtaining citizenship.
General Conditions
- Security approval is a prerequisite for any preliminary or final approval for granting Jordanian citizenship.
- In case of breach of any of the stated conditions, Jordanian citizenship will be withdrawn or residency cancelled, as applicable.
These criteria and regulations aim to organize the process of granting citizenship and residency to investors, thereby contributing to supporting the Jordanian economy and attracting more quality investments.
